Narrative:

Aircraft X apparently operated with dangerous goods onboard without being provided with a notoc [notice to captain] and apparently with cargo not loaded according to the load plan. Loadmaster in ZZZ provided a west/B balance form that stated 'notoc: yes' but did not provide a notoc. When I asked the loadmaster about the notoc; he said 'the two containers of hazmat did not get loaded onto our aircraft because it accidentally was loaded on the other flight instead;' and asked us if we would make a last minute change to the west/B to reflect no notoc. I asked several times to confirm that no dangerous goods were loaded on the aircraft and was verbally assured of this. Load verification was performed with no discrepancies. The flight continued to ZZZ1 without incident. Upon receiving the west/B in ZZZ1 for the continuing flight to ZZZ2; I was provided a notoc. I asked the loadmaster if cargo was uploaded. He said no; cargo was only offloaded. So I asked why we were provided a notoc and he said 'because you have dangerous goods onboard.' I explained what we were told in ZZZ and he confirmed that there were two containers of dangerous goods in the belly and furthermore there were several containers not loaded according to the load plan (wrong location).
