Narrative:

Over tvt at 15000' MSL, noted left engine oil pressure fluctuating 50-70 psi. Initiated descent with cle center to 11000' MSL with possible engine shutdown with first officer. During approach phase at 7000' MSL, left engine oil pressure dropped to 5-10 psi with propeller starting to surge. Precautionary engine shutdown accomplished and emergency declared with cle approach. Flew ASR to 5R. Cleared by tower to land 5L. Landed with no further complications. Aircraft nose wheel steering inoperative, and could not make right turns to clear taxiway between 5L and 5R. Passenger (13) deplaned to bus. Aircraft towed to maintenance with no further complications. Post-flight showed oil tank empty with oil leaking out of cowling. Engine reserviced with oil. Found propeller government pressure relief line leaking at lower b-nut. Oil line replaced, engine serviced and run. Corrected discrepancy. Aircraft ferried to mob.
