Narrative:
Flight from hsv to cje with WX deteriorating. Bna was alternate. Missed approach at cje and proceeded to bna reporting 500 and 1. Bna approach said expect ILS 2R. I knew the new runway approach lights (2R) were not operational and asked for ILS 2L, and was told I would get ILS 2L. I was vectored south and turned toward airport and was switched to final controller. I was vectored more and told I was about to intersect the localizer, not 'cleared for approach ILS' 2R or 2L, and to 'contact tower 128.15.' this alerted me to the fact he was vectoring me to 2R and I told him I was not intercepting localizer and that I had 2L in my radios and had been given 2L. He apologized and said proceed on heading to intercept 2L localizer and contact tower on 118.6. I descended quickly and intercepted G/south and localizer for 2L and broke out at 400' AGL and saw approach lights (400 - 1+/-) and landed. After on ground, tower asked an air carrier why he missed the previous approach to 2R. He said he did not see another at DH on first try. The marginal deteriorating WX was why I asked for 2L to start with, with the approach lights.
Original NASA ASRS Text
Title: SMA, MAKING APCH IN IMC AT NIGHT, REQUESTS LEFT RWY BECAUSE OF BETTER LIGHTING, BUT IS STILL GIVEN RIGHT RWY BY FINAL CTLR AND CONFUSION HAS TO BE RESOLVED ON FREQ.
Narrative: FLT FROM HSV TO CJE WITH WX DETERIORATING. BNA WAS ALTERNATE. MISSED APCH AT CJE AND PROCEEDED TO BNA RPTING 500 AND 1. BNA APCH SAID EXPECT ILS 2R. I KNEW THE NEW RWY APCH LIGHTS (2R) WERE NOT OPERATIONAL AND ASKED FOR ILS 2L, AND WAS TOLD I WOULD GET ILS 2L. I WAS VECTORED S AND TURNED TOWARD ARPT AND WAS SWITCHED TO FINAL CTLR. I WAS VECTORED MORE AND TOLD I WAS ABOUT TO INTERSECT THE LOC, NOT 'CLRED FOR APCH ILS' 2R OR 2L, AND TO 'CONTACT TWR 128.15.' THIS ALERTED ME TO THE FACT HE WAS VECTORING ME TO 2R AND I TOLD HIM I WAS NOT INTERCEPTING LOC AND THAT I HAD 2L IN MY RADIOS AND HAD BEEN GIVEN 2L. HE APOLOGIZED AND SAID PROCEED ON HDG TO INTERCEPT 2L LOC AND CONTACT TWR ON 118.6. I DSNDED QUICKLY AND INTERCEPTED G/S AND LOC FOR 2L AND BROKE OUT AT 400' AGL AND SAW APCH LIGHTS (400 - 1+/-) AND LANDED. AFTER ON GND, TWR ASKED AN ACR WHY HE MISSED THE PREVIOUS APCH TO 2R. HE SAID HE DID NOT SEE ANOTHER AT DH ON FIRST TRY. THE MARGINAL DETERIORATING WX WAS WHY I ASKED FOR 2L TO START WITH, WITH THE APCH LIGHTS.
