Narrative:
Aircraft X departed [and was] enroute to oak. The aircraft was flying at FL430; and filed with equipment showing that they were rvsm equipped. However; their remarks said 'non rvsm non nrp'.I asked the pilot if the remarks were accurate and the pilot stated they were. The flight plan was not accurately filed and the person that filed thought putting 'non rvsm' in the remarks would relieve them of any responsibility. The reason that this aircraft flew all the way to nebraska from [their departure airport] without the correct equipment in the flight plan is because numerous air traffic controllers failed to read the remarks and update the flight plan! Read the remarks!
