Narrative:
Aircraft X was issued a vector to descend to meet the zul LOA altitude with an opposite direction departure off of yow. After issuing the vector and descent at the same time (15L and descent) I continued to work at the south side of the airspace. When I looked up to rescan to the north it was too late to take any further action. I was also distracted internally with the lingering thoughts of the government shutdown and the added stresses of not receiving a paycheck this week. Between the added thoughts in my head with the busy traffic scenario as well as the conversations going on around the building and area; there was numerous factors. More staffing; less controller in charge time; less government shutdown.

Title: Boston Center Controller reported an unsafe operation relating to an opposite direction operation; and being distracted by the government shutdown.
