# 1 fuel gauge was on MEL. During flight I noticed a heavy left wing requiring right aileron. We suspected a fuel imbalance. After reading the maintenance action; it turned out to be a 5200 pound imbalance. Manual fuel procedures used for the entire flight with no cross feeding. Fueling error.
