Narrative:
Blue taxi lights OTS on north side of high speed turnoff on runway 36L at clt. Almost missed turnoff because lights were out. Aircraft deviated just over yellow sideline on paved shoulder. No lights are installed there north side, and only temporary lights are in position on last turnoff for 36L (high speed). Blue lights should be available on both boundaries of taxiway, especially 26L, a high speed taxiway.
