Narrative:
The last two paine field turns that I've picked up; I've run into the issue of not being able to raise approach for our clearance and void times for tower closed departures. The frequency listed is 128.5. The first time we were able to get the FSS frequency and have them relay to seattle approach to come up on frequency. The second time this happened FSS gave me seattle approach's phone number to chat directly with them. After making seattle approach aware (via both methods) that we were trying to reach them on 128.5; we immediately had good communication with them. Both times FSS said that approach sometimes doesn't monitor that frequency in the evening. If that's the case; I'm not sure why it's listed as the frequency on all the approach plates; or why there isn't an after hours frequency on there. My primary reason to file this report was to see if we could get the phone number for approach listed in the pae airport page; with all the other numbers.
