Narrative:
We were given an edct, after pushback, and instructed by abw ground control to hold about 200' from the gate area. After engine start the local company agent called and requested to board 4 passengers through the aft stairs. A wheels up time was expected at anytime, so the passengers were boarded west/O shutting down the engines. After the fact, both the captain and I agreed that, in the future, the engines will be shut down in such circumstances.
