Narrative:
Departing bur runway 15 for las. Departure was van nuys seven palmdale transition. After departure, bur departure changed our altitude from 13000' to 6000'. We noticed 2 separate controllers on frequency one male, one female. The frequency was somewhat congested and both controls were heard directing aircraft. We were assigned a heading of 340 degree to intercept the palmdale 218 degree right. Just north of vny the male controller issued us a climb to 13000'. I was the PNF so I acknowledged the clearance and set the altitude alert. The first officer being the PF repeated the altitude after I set it in the altitude alert, he then started our climb to 13000' at approximately 6700' the controller advised our assigned altitude was 6000'. I replied that we had received and acknowledged a clearance to 13000'. At this time a single engine small aircraft was pointed out, we saw the traffic slightly lower and passing left to right (west to east). Departure also advised us that the small aircraft saw us. We stated we could maintain visibility. We did not have to take evasive action, our rate of climb was in excess of 3500' per min. Both controllers were heard numerous times and with both controllers issuing instructions maybe they could not keep track of what was issued. Possibly training was taking place, if that was the case at the point the trnee was getting behind the experienced controller should have assumed control.

Title: CONFLICT WITH VFR ACFT WHILE ON VNY SEVEN SID.
Narrative: DEPARTING BUR RWY 15 FOR LAS. DEP WAS VAN NUYS SEVEN PALMDALE TRANSITION. AFTER DEP, BUR DEP CHANGED OUR ALT FROM 13000' TO 6000'. WE NOTICED 2 SEPARATE CTLRS ON FREQ ONE MALE, ONE FEMALE. THE FREQ WAS SOMEWHAT CONGESTED AND BOTH CTLS WERE HEARD DIRECTING ACFT. WE WERE ASSIGNED A HDG OF 340 DEG TO INTERCEPT THE PALMDALE 218 DEG R. JUST N OF VNY THE MALE CTLR ISSUED US A CLB TO 13000'. I WAS THE PNF SO I ACKNOWLEDGED THE CLRNC AND SET THE ALT ALERT. THE F/O BEING THE PF REPEATED THE ALT AFTER I SET IT IN THE ALT ALERT, HE THEN STARTED OUR CLB TO 13000' AT APPROX 6700' THE CTLR ADVISED OUR ASSIGNED ALT WAS 6000'. I REPLIED THAT WE HAD RECEIVED AND ACKNOWLEDGED A CLRNC TO 13000'. AT THIS TIME A SINGLE ENG SMA WAS POINTED OUT, WE SAW THE TFC SLIGHTLY LOWER AND PASSING L TO R (W TO E). DEP ALSO ADVISED US THAT THE SMA SAW US. WE STATED WE COULD MAINTAIN VIS. WE DID NOT HAVE TO TAKE EVASIVE ACTION, OUR RATE OF CLB WAS IN EXCESS OF 3500' PER MIN. BOTH CTLRS WERE HEARD NUMEROUS TIMES AND WITH BOTH CTLRS ISSUING INSTRUCTIONS MAYBE THEY COULD NOT KEEP TRACK OF WHAT WAS ISSUED. POSSIBLY TRNING WAS TAKING PLACE, IF THAT WAS THE CASE AT THE POINT THE TRNEE WAS GETTING BEHIND THE EXPERIENCED CTLR SHOULD HAVE ASSUMED CTL.
