Narrative:
I'm a flight crew member (first officer) for a small commuter (part 135 scheduled) airline. Here are the factors. Tower at bmg closes ab:00 pm EST. Although our company has approved WX observers, some of the WX equipment had not arrived so the station 'has not' been approved by FAA, yet (at bmg). Our company just started service out of mie, bmg to stl. According to airport 135.213 we can use sequence report from bmg tower up to 1 hour after report which is usually xa:50 pm EST (so good until xb:50). Our regular schedule includes 3 flts a day. The second flight that day was delayed for mx problem. Meanwhile the captain and I called our home office to ELT them know the flight coming would delay the last flight (ours), to where we would arrive at bmg airport after the sequence report had expired. We were told they would try to arrange for someone to come out and make a WX report on the field (bmg) close to when we would arrive, (it did not happen). The WX that evening was cavu and visibility unrestricted. Never the less, we were on an IFR flight plan and clearance, the captain cancelled the flight 20 mi west of bloomington (coming from stl). We were therefore officially VFR and landed. I had called our director of operations on the ground at stl, and expressed my concern about landing west/O WX reporting. I was not convinced but, he said we were perfectly legal to proceed and land in bmg-VFR. As we only had 3 passengers to bmg so, we deplaned them and received a manifest to mig. Since we had an empty airplane the captain and I flew bmg to mie part 91 VFR with a flight following from huf then ind approach and grisson to mie. As I'm sending this perhaps it was ok what we were asked to do but I was not comfortable landing in bmg west/O WX reporting in spite of the favorable VFR WX condition that evening. THE WX THAT EVENING WAS CAVU AND VISIBILITY UNRESTRICTED. NEVER THE LESS, WE WERE ON AN IFR FLT PLAN AND CLRNC, THE CAPT CANCELLED THE FLT 20 MI W OF BLOOMINGTON (COMING FROM STL). WE WERE THEREFORE OFFICIALLY VFR AND LANDED. I HAD CALLED OUR DIRECTOR OF OPS ON THE GND AT STL, AND EXPRESSED MY CONCERN ABOUT LNDG W/O WX RPTING. I WAS NOT CONVINCED BUT, HE SAID WE WERE PERFECTLY LEGAL TO PROCEED AND LAND IN BMG-VFR. AS WE ONLY HAD 3 PAXS TO BMG SO, WE DEPLANED THEM AND RECEIVED A MANIFEST TO MIG. SINCE WE HAD AN EMPTY AIRPLANE THE CAPT AND I FLEW BMG TO MIE PART 91 VFR WITH A FLT FOLLOWING FROM HUF THEN IND APCH AND GRISSON TO MIE. AS I'M SENDING THIS PERHAPS IT WAS OK WHAT WE WERE ASKED TO DO BUT I WAS NOT COMFORTABLE LNDG IN BMG W/O WX RPTING IN SPITE OF THE FAVORABLE VFR WX CONDITION THAT EVENING.
