This does not pertain to any particular flight. I have done several lga arrivals and departures recently and have noticed the lack of proper phraseology with the lga ground and tower controllers. Several times I have heard and been told for a taxi instruction on taxiway dd to 'hold short of the wind sock'. I do not believe this to be an acceptable clearance. I am assuming they mean the wind sock located near certain taxiways however; if you are not familiar with the airport; this would be very confusing. I have also been told 'hold short of the white concrete' approaching a runway. I have no idea what this means other than the gray concrete has a lighter shade in that area so maybe that is the white concrete.the tower controllers continue to issue runway turnoff instructions to aircraft that are still at a high rate of speed on the landing roll out. I am routinely issued turnoff instructions while still decelerating at speeds over 100 knots. This is distracting and a significant safety issue. Furthermore; pilots should be able to turn off the first available taxiway that is safe for them to make without having instructions dictated by the tower controller during a high task load phase of flight.when operating into for landing; I have heard the tower controller clear aircraft for takeoff on the intersecting runway while we are still in our landing roll-out without us being told to hold short. Maybe lga tower has some exemption that they can do this; but I do not understand how a controller can make a visual judgment call that any aircraft will be stopped and turning off one runway prior to rolling through the intersecting runway intersection without a lahso clearance. This is a major safety issue and I see it on almost every landing and departure when the setup us land runway 4 and depart on 13. There is a lack of proper phraseology and clearances on the part of the lga controllers.lga controllers need to follow proper phraseology and not issue instructions regarding wind socks and white concrete for taxi instructions. If they have authorization to clear aircraft to takeoff on a runway before an aircraft landing an intersecting runway (without a lahso clearance) has stopped and cleared the runway then pilots need to be made aware of such authorization. It is very unnerving to be rolling out after landing only to hear them clear an aircraft for takeoff.
