Narrative:
During the cargo inspection; I noticed a white container had shifted off its support and was resting crooked on the netting. Upon further inspection I noticed this was a dg container marked flammable. I notified cargo staff they must come and secure prior to loading and instructed the ramp staff to not load if securing was not sufficient. I explained to the warehouse person on the phone if the container was able to shift on the drive to the ramp; it was not secured sufficiently for turbulence.

Title: Safety representative reported directing cargo staff to correctly load a DG container which was insufficiently secured.
