Narrative:
Operations manager came to NAS desk advising they couldn't find a rocket launch waiver due to local ksn issues. Tmu had a hard copy of the waiver available.OM advised tmc that the person named on the waiver called in to begin launch operations.I quickly put out information to the affected areas and facilities. However; on reading the waiver; I found a 1 hour minimum facility notice requirement prior to actual launch start. The OM should not have approved the operation to begin at XA00.the NOTAM was out for the operation; but I don't know if it was 6-72 hours before launch.don't approve operations with late notice and otherwise ensure adherence to agreement.don't have a different positions approve and coordinate operations to the extent practical.
