Narrative:
Approaching eug from the south on radar vectors to runway 16, level at 4500' on 340 degree heading. Approximately abeam the field, approach control turned us to 310 degree heading and cleared us to descend to 3000'. Approaching 4000' I sighted a single engine small aircraft heading northeast just below the nose (approximately 1/4 mi away). I leveled the aircraft immediately and passed directly over the traffic about 150' above him. The traffic had not been called to us prior to sighting and when I asked the controller if they had him on radar, they replied that they did not. I did not see him until the last second since my attention was diverted to the instruments to roll out on the 310 degree heading and commence descent. I don't think the first officer could see the traffic as he was very close in and slightly T our left. The first officer did not sight the traffic after we passed. I called eug tower and reported a near miss. ATC rep debriefed me at eug. I have no explanation for the fact that the controller was unable to pick the traffic up on radar after our encounter. Note: level off was not abrupt and passenger were unaware of traffic conflict, although a dead heading captain knew that we had taken action for some reason.

Title: CLOSE PROX ACR-MLG GA-SMA 6 EAST OF EUG.
Narrative: APCHING EUG FROM THE S ON RADAR VECTORS TO RWY 16, LEVEL AT 4500' ON 340 DEG HDG. APPROX ABEAM THE FIELD, APCH CTL TURNED US TO 310 DEG HDG AND CLRED US TO DSND TO 3000'. APCHING 4000' I SIGHTED A SINGLE ENG SMA HDG NE JUST BELOW THE NOSE (APPROX 1/4 MI AWAY). I LEVELED THE ACFT IMMEDIATELY AND PASSED DIRECTLY OVER THE TFC ABOUT 150' ABOVE HIM. THE TFC HAD NOT BEEN CALLED TO US PRIOR TO SIGHTING AND WHEN I ASKED THE CTLR IF THEY HAD HIM ON RADAR, THEY REPLIED THAT THEY DID NOT. I DID NOT SEE HIM UNTIL THE LAST SEC SINCE MY ATTN WAS DIVERTED TO THE INSTRUMENTS TO ROLL OUT ON THE 310 DEG HDG AND COMMENCE DSNT. I DON'T THINK THE F/O COULD SEE THE TFC AS HE WAS VERY CLOSE IN AND SLIGHTLY T OUR L. THE F/O DID NOT SIGHT THE TFC AFTER WE PASSED. I CALLED EUG TWR AND RPTED A NEAR MISS. ATC REP DEBRIEFED ME AT EUG. I HAVE NO EXPLANATION FOR THE FACT THAT THE CTLR WAS UNABLE TO PICK THE TFC UP ON RADAR AFTER OUR ENCOUNTER. NOTE: LEVEL OFF WAS NOT ABRUPT AND PAX WERE UNAWARE OF TFC CONFLICT, ALTHOUGH A DEAD HDG CAPT KNEW THAT WE HAD TAKEN ACTION FOR SOME REASON.
