Narrative:
Aircraft X was inbound to apa from the southeast. I put him on a 260 heading and descended him to 090 because he was pointed at the 085 MVA. His read back was 090. I noticed him at 078 so I said climb and maintain 090; he did not respond. I issued a low altitude alert and climbed him immediately to 090. This time responded and said he was climbing. He said he had heard 070. I went and listened to it when I went on break and he read back 090. Pilot listening better.

Title: Denver TRACON Controller reported an aircraft reading back the correct altitude but not descending to the correct altitude as assigned.
