Narrative:
I was captain of medium large transport dtw to mdw cruising at FL200. I was flying the leg while the first officer handled the communications with cleveland ATC on 134.65. Cle center cleared us to cross 20 NM northeast of goshen VOR (gsh) at 10000'. Both the first officer and I wrote the clearance down and the first officer set the altitude alerter for 10000'. About 15 NM later I called cle center and stated 'medium large transport is out of fl 20000 for 10000'.' I made the call since the first officer was on the other radio getting our gate assignment and ATIS. We were handed off to chicago center 135.9 and again I checked in with 'chicago center medium large transport passing 18000' (approximately) for 10000'.' chicago ATC acknowledged. Out of about 14500' chicago center called and asked what altitude we were cleared to, which I answered 10000'. Chicago center then said 'no, you were cleared to maintain 16000', stop descent and maintain 14000'.' we stated again that we were cleared to 10000' and said so when we checked in. There was no further discussion. I think the first controller was thinking of another aircraft when he issued our clearance and there was poor coordination in our handoff from cleveland and chicago ATC.

ABOUT 15 NM LATER I CALLED CLE CTR AND STATED 'MLG IS OUT OF FL 20000 FOR 10000'.' I MADE THE CALL SINCE THE F/O WAS ON THE OTHER RADIO GETTING OUR GATE ASSIGNMENT AND ATIS. WE WERE HANDED OFF TO CHICAGO CTR 135.9 AND AGAIN I CHKED IN WITH 'CHICAGO CTR MLG PASSING 18000' (APPROX) FOR 10000'.' CHICAGO ATC ACKNOWLEDGED. OUT OF ABOUT 14500' CHICAGO CTR CALLED AND ASKED WHAT ALT WE WERE CLRED TO, WHICH I ANSWERED 10000'. CHICAGO CTR THEN SAID 'NO, YOU WERE CLRED TO MAINTAIN 16000', STOP DSNT AND MAINTAIN 14000'.' WE STATED AGAIN THAT WE WERE CLRED TO 10000' AND SAID SO WHEN WE CHKED IN. THERE WAS NO FURTHER DISCUSSION.
