Narrative:
Traffic called as a skyhawk at 1800'. We were climbing through 1800 on a 220 deg vector from approach. I responded 'looking'. Could not visually acquire aircraft. Finally saw the aircraft as he passed directly below me. Aircraft had been head on and slightly below horizon and could not see until 2-3 seconds before crossing. The controller never gave a traffic alert or made any attempt to vector us away from a near miss. Other aircraft talking to the class D local tower; I think.
