Narrative:
Aircraft X had two aircraft vibration write ups. Rudder and elevator hinge line inspections were accomplished. Both elevators were removed; reinstalled; and adjusted; changing all 10 hinge fittings. The rudder also had 7 worn hinges replaced.I generated a card for a functional check flight per gpm (general procedures manual) 10.xx.X. It was signed off by management stating a fcf (functional check flight) was not required.retrain everyone on the gpm procedures for a fcf.
