In ZZZZ; after loading was completed; and during cargo inspection; the first officer noticed a strong paint odor on the main deck. Two pallets containing shoes; 7 tons of oil pastels and lithium batteries in hl and gl position were removed due to safety concerns after a conference call with dispatch; [maintenance] and personnel.
