Narrative:

I was working the local control position. Ground control advised me that he had a snow plow that wanted to work along the edge of runway 28. The plow was on the east side of runway 18. The plow wanted to cross runway 18 and start his work on runway 28, west of runway 18 (I was landing and departing on runway 18 only). The 2 runway intersect. I told the ground controller to drive on runway 28 cross runway 18 westbound but then hold short of runway 18. When the plow turned eastbound on runway 28, when the plow was clear runway 18, I cleared small aircraft X to land on runway 18. I did a runway scan when small aircraft X was on short final and saw that the plow had xed runway 18 again eastbound. The plow was already clear of the runway intersection when the aircraft xed the threshold (not be much though). The driver admitted that he had forgot the restriction to hold short eastbound on runway 28. I think driver fatigue was a major factor. They were just finishing clearing up a major winter storm and had spent many hours in the trucks. Remember, always scan your runways, especially when there is a lot of snow removal equipment out and about. Besides the fact that 10-12 hours in a truck plowing can effect ones judgement, the trucks are very loud and sometimes you may not be heard completely.

Title: VEHICLE DRIVER UNAUTH RWY ENTRY.

Narrative: I WAS WORKING THE LCL CTL POS. GND CTL ADVISED ME THAT HE HAD A SNOW PLOW THAT WANTED TO WORK ALONG THE EDGE OF RWY 28. THE PLOW WAS ON THE E SIDE OF RWY 18. I TOLD THE GND CTLR TO DRIVE ON RWY 28 CROSS RWY 18 WBND BUT THEN HOLD SHORT OF RWY 18. WHEN THE PLOW TURNED EBND ON RWY 28, WHEN THE PLOW WAS CLR RWY 18, I CLRED SMA X TO LAND ON RWY 18. I DID A RWY SCAN WHEN SMA X WAS ON SHORT FINAL AND SAW THAT THE PLOW HAD XED RWY 18 AGAIN EBND. THE PLOW WAS ALREADY CLR OF THE RWY INTXN WHEN THE ACFT XED THE THRESHOLD (NOT BE MUCH THOUGH). THE DRIVER ADMITTED THAT HE HAD FORGOT THE RESTRICTION TO HOLD SHORT EBND ON RWY 28. I THINK DRIVER FATIGUE WAS A MAJOR FACTOR. THEY WERE JUST FINISHING CLRING UP A MAJOR WINTER STORM AND HAD SPENT MANY HRS IN THE TRUCKS. REMEMBER, ALWAYS SCAN YOUR RWYS, ESPECIALLY WHEN THERE IS A LOT OF SNOW REMOVAL EQUIP OUT AND ABOUT. BESIDES THE FACT THAT 10-12 HRS IN A TRUCK PLOWING CAN EFFECT ONES JUDGEMENT, THE TRUCKS ARE VERY LOUD AND SOMETIMES YOU MAY NOT BE HEARD COMPLETELY.
