Narrative:

Practicing ILS approachs to hpn runway 16 on ILS. On third approach noticed altitude light on panel and decided to make full stop landing on current approach to determine nature of problem. Turned off all unnecessary electrical load dropped gear and felt effect of gear drag. Within 1-2 min from noticing altitude light radio communication became garbled ; notified ATC of altitude problem; cleared for approach. HSI warning flag of loss of G/south. Advised ATC of emergency, but no response due to radio loss. Turned on standby generator; made me transmission of emergency and squawked 7700; ATC acknowledged and cleared to land; electrical power lost. Continued on approximately localizer descent; broke climbing at approximately 500' about 1 mi east of runway 16. Attempted to locate crank to confirm gear down and locked; once over the numbers decided to land based on assumption that gear was down and not wanting to risk low altitude turn; a gear collapsed on landing. No injuries, believe selected safest alternative under the circumstances. Supplemental information from 166121. On localizer 11 mi out 'alternator out' light lit and battery discharge indicated. Started shutting down elecrical equipment, declared emergency, squawked '7700'. Turned on emergency generator and actuated landing gear. Temporary '3 green' indicator lit.
