Narrative:
The incident in question was a reduced visibility takeoff at msp on runway 29R with tower visibility at 3/8 mi and visibility reported at runway 29. With RVR 2400. The company was in transition from 121 to 135 operation certificate. With the current 121 certification we flight crew were trained and authority/authorized to takeoff with runway visibility reduced to 1/4. While transitioning to 135 certification, the flight crews were to operate only down to 1/2 mi visibility, until approval for 1/4 mi takeoffs were again authorized. No notice in differences training or by operations bulletin was given to flight crews. Attention was given to the incident when shortly after takeoff the left engine required a precautionary shutdown. All checklist were completed in their entirety with crew coordination and was able to land back at msp runway 29L west/O any incident.

Title: COMMUTER LTT TKOF BELOW ARPT MINIMUMS FOR TKOF PER CURRENT OPERATING CERTIFICATE. VIOLATION DISCOVERED DURING INVESTIGATION ABOUT AN INFLT ENGINE FAILURE SHUT DOWN RETURN LAND.
Narrative: THE INCIDENT IN QUESTION WAS A REDUCED VISIBILITY TKOF AT MSP ON RWY 29R WITH TWR VISIBILITY AT 3/8 MI AND VISIBILITY RPTED AT RWY 29. WITH RVR 2400. THE COMPANY WAS IN TRANSITION FROM 121 TO 135 OPERATION CERTIFICATE. WITH THE CURRENT 121 CERTIFICATION WE FLT CREW WERE TRAINED AND AUTH TO TKOF WITH RWY VISIBILITY REDUCED TO 1/4. WHILE TRANSITIONING TO 135 CERTIFICATION, THE FLT CREWS WERE TO OPERATE ONLY DOWN TO 1/2 MI VISIBILITY, UNTIL APPROVAL FOR 1/4 MI TKOFS WERE AGAIN AUTHORIZED. NO NOTICE IN DIFFERENCES TRNING OR BY OPS BULLETIN WAS GIVEN TO FLT CREWS. ATTN WAS GIVEN TO THE INCIDENT WHEN SHORTLY AFTER TKOF THE L ENG REQUIRED A PRECAUTIONARY SHUTDOWN. ALL CHKLIST WERE COMPLETED IN THEIR ENTIRETY WITH CREW COORD AND WAS ABLE TO LAND BACK AT MSP RWY 29L W/O ANY INCIDENT.
