Narrative:
RNAV approach to runway 24. Lots of thunderstorms in the area. On final approach the tower controller was also doing clearance delivery duties. It was almost nonstop radio congestion the whole way in. We are required to conduct sterile cockpit procedures in this phase of flight. I felt that it was inappropriate for the tower controller to be tying up the frequency giving out clearances to other aircraft.

Title: A320 Captain reported that the RSW Tower Controller was transmitting on Clearance Delivery and Local frequency at the same time and thought it was inappropriate for the Controller to tie up the frequency with ATC Clearances.
