Narrative:

I was the copilot on light transport when we made an instrument approach to sat. The WX at sat was 1000 sky obscured surf visibility was 1/8 mi. RVR 12R was 1000. Being part 91, we elected to try the approach, at minimums I had the approach lights, told the flying captain to continue and before reaching 100' AGL saw the runway. Told the captain to take over visly and we made an uneventful landing. Tower personnel seemed grumpy about our arrival so I make this report to insure he 'kinder and gentler FAA' does not elect to make issue of this completely legal and safe operation.
