Narrative:

Dispatched with MEL elac [elevator aileron computer] 1 fault...below 1;000 feet; first officer disconnected autopilot and at 500 feet first officer stated his control stick was not responding to his inputs. I immediately took control of the aircraft and completed a normal landing since my controls were working fine and I deemed it safer than going around with a possible flight control/control stick anomaly. No associated ecams came on.suggestions: don't allow dispatch with an elac fault as allowed per MEL if it turns out this was related to MEL.

Title: A321 Captain reported being dispatched with ELAC 1 (Elevator Aileron Computer) fault; and on final approach at 500 feet AGL the FO reported his control stick was not responding to his inputs. Captain took control and landed normally.
