Narrative:
During final approach to ILS prm 10C in ord; constant taxi instructions were being given to preceding aircraft upon landing. The monitor frequency is supposed to be a safety frequency for transgressions or proximity of aircraft; not a supplementary taxi frequency because the south tower is short staffed and the monitor is the ad hoc taxi controller.

Title: Air Carrier Captain reported Tower was giving taxi instructions on the PRM Monitor frequency.
Narrative: During final approach to ILS PRM 10C in ORD; constant taxi instructions were being given to preceding aircraft upon landing. The monitor frequency is supposed to be a SAFETY FREQUENCY for transgressions or proximity of aircraft; not a supplementary taxi frequency because the south tower is short staffed and the Monitor is the ad hoc taxi controller.
