Narrative:
I was working local/ground control combined with cabin supervisor duty. Traffic vol was light (5 aircraft). Sunset occurred at XX12. Medium large transport X requested taxi at XX37. I assigned runway 35 west/O restrictions. I then cleared small aircraft Y for takeoff. Also on frequency: medium large transport Z on ILS runway 35 approach inside of OM, small aircraft a off runway 35 SVFR westbound, and small aircraft B landed runway 35 taxiing to itinerant parking. Medium large transport X should have taxied to runway 35 via txwys C, a, b-south, B-1. Instead medium large transport X taxied via taxiway C, a, then turned left on taxiway G (which is unlit). I noticed medium large transport X on taxiway G and told him immediately to 'stop.' medium large transport acknowledged and stopped short of the edge of runway 35. At this point small aircraft Y was rotating passing taxiway B3. I am convinced that medium large transport X west/O interdiction, would have taxied onto runway 35 while small aircraft Y was departing. The length of taxiway G between runway 35 and taxiway a is approximately 250'. Medium large transport X was past the hold line when stopped. I do not believe the small aircraft Y or medium large transport X would have collided. Small aircraft Y was airborne about 2150' from runway 35 threshold. Medium large transport X was 3650' from runway 35 threshold. A potential problem could have been medium large transport Z receiving a flag on the localizer because of medium large transport X obstructing the signal path.
