Narrative:

I had filed flight plan from north eleuthra, bahamas to ft pierce, fl, and was en route squawking 1200 per instruction of mia 125.7, who had me identify. Left tank indicated unusual fuel depletion. Advised mia needed to divert to freeport for refuel. Radar coverage terminated. Contacted freeport tower and landed. Added fuel and requested taxi instructions of ground who insisted I return to customs and refile flight plan (freeport to ft pierce--I had not cancelled original one). I did so and departed. 15 mi out over west end on ground bahama, called freeport departure 126.5 for squawk code and was advised to contact ZMA 133.4, 'immediately.' called center 7-8 times in next 1/2 hour. 3 times he told me to stand by and/or remain VFR. The other 4-5 times he did not reply. He was busy. I was reading him well. Became anxious about crossing ADIZ west/O squawk and called ahead to 134.2, an approach (mia) frequency we had flown outbnd on. This was about XY11 P.M. Advised position and situation still using tx code 1200. They told me to go back to 133.4. Tried once or twice more, with no reply. Finally picked up 132.25 at XY25 P.M., 35 NM from fpr, who gave a discrete code and followed us in. Customs officer relayed request of mia ATC supervisor to call. I did and he exclaimed an aircraft had been scrambled. As I saw it then, I had done everything I could to inform mia ATC of our identify, plan and arrival times to comply with procedures. I was very upset that they couldn't or wouldn't give me radar coverage. On reflection, I realize that the first flight plan from north eleuthra to fpr was probably cancelled by freeport tower, and the second one from freeport to ft pierce never forwarded or even opened by freeport.

ADDED FUEL AND REQUESTED TAXI INSTRUCTIONS OF GND WHO INSISTED I RETURN TO CUSTOMS AND REFILE FLT PLAN (FREEPORT TO FT PIERCE--I HAD NOT CANCELLED ORIGINAL ONE). I DID SO AND DEPARTED. 15 MI OUT OVER W END ON GND BAHAMA, CALLED FREEPORT DEP 126.5 FOR SQUAWK CODE AND WAS ADVISED TO CONTACT ZMA 133.4, 'IMMEDIATELY.' BECAME ANXIOUS ABOUT XING ADIZ W/O SQUAWK AND CALLED AHEAD TO 134.2, AN APCH (MIA) FREQ WE HAD FLOWN OUTBND ON. THIS WAS ABOUT XY11 P.M. ADVISED POS AND SITUATION STILL USING TX CODE 1200. THEY TOLD ME TO GO BACK TO 133.4. TRIED ONCE OR TWICE MORE, WITH NO REPLY. FINALLY PICKED UP 132.25 AT XY25 P.M., 35 NM FROM FPR, WHO GAVE A DISCRETE CODE AND FOLLOWED US IN. CUSTOMS OFFICER RELAYED REQUEST OF MIA ATC SUPVR TO CALL. I DID AND HE EXCLAIMED AN ACFT HAD BEEN SCRAMBLED. AS I SAW IT THEN, I HAD DONE EVERYTHING I COULD TO INFORM MIA ATC OF OUR IDENT, PLAN AND ARR TIMES TO COMPLY WITH PROCS. I WAS VERY UPSET THAT THEY COULDN'T OR WOULDN'T GIVE ME RADAR COVERAGE. ON REFLECTION, I REALIZE THAT THE FIRST FLT PLAN FROM N ELEUTHRA TO FPR WAS PROBABLY CANCELLED BY FREEPORT TWR, AND THE SECOND ONE FROM FREEPORT TO FT PIERCE NEVER FORWARDED OR EVEN OPENED BY FREEPORT.
