Narrative:
For the past 6 months, ever since we have used the ASR 9 radar we have had a problem with radar coverage with aircraft departing hill field. We receive no target, primary or secondary radar, on some aircraft. In this instance 2 fgt's did not comply with his departure instructions and went further south and to a higher altitude than instructed. Because we had no radar we did not know this until after the aircraft was radar idented 10 mi from the airport. I want to stress this has been an ongoing problem with the radar. We have filed a ucr on this and are still waiting. I have enclosed a report that I know is outdated but I found after the fact. I filled the report out the day the incident occurred, but apparently did not mail it.

Title: POOR RADAR COVERAGE OFF HIF ON CERTAIN TYPE ACFT.
Narrative: FOR THE PAST 6 MONTHS, EVER SINCE WE HAVE USED THE ASR 9 RADAR WE HAVE HAD A PROB WITH RADAR COVERAGE WITH ACFT DEPARTING HILL FIELD. WE RECEIVE NO TARGET, PRIMARY OR SECONDARY RADAR, ON SOME ACFT. IN THIS INSTANCE 2 FGT'S DID NOT COMPLY WITH HIS DEP INSTRUCTIONS AND WENT FURTHER S AND TO A HIGHER ALT THAN INSTRUCTED. BECAUSE WE HAD NO RADAR WE DID NOT KNOW THIS UNTIL AFTER THE ACFT WAS RADAR IDENTED 10 MI FROM THE ARPT. I WANT TO STRESS THIS HAS BEEN AN ONGOING PROB WITH THE RADAR. WE HAVE FILED A UCR ON THIS AND ARE STILL WAITING. I HAVE ENCLOSED A RPT THAT I KNOW IS OUTDATED BUT I FOUND AFTER THE FACT. I FILLED THE RPT OUT THE DAY THE INCIDENT OCCURRED, BUT APPARENTLY DID NOT MAIL IT.
