Narrative:

While taxiing to our gate a baggage cart driver pulled out in front of us; seemingly unaware that we were entering the alley. We were able to stop the aircraft in time to avoid collision however the driver never acknowledged our presence and continued driving; never looking our direction. The driver displayed very poor situational awareness. He did not look. Train baggage cart drivers to look both ways multiple times and be cautious of aircraft traffic.
