Narrative:
Received WX brief for a flight from mht to btv. En route I received WX brief for a flight from mht to btv. En route I diverted to mpv. Initially ZBW instructed me to fly the diverted to mpv. Initially ZBW instructed me to fly the lebanon transition. This entails flying the leb 360 degree right lebanon transition. This entails flying the leb 360 degree right to intercept mpv 340 degree right. ZBW 135.7 cleared me for the to intercept mpv 340 degree right. ZBW 135.7 cleared me for the approach. I was then cleared off the frequency to advisory. Descending approach. I was then cleared off the frequency to advisory. Descending through 3500', ZBW called to get me. He informed me that through 3500', ZBW called to get me. He informed me that the mpv VOR was in fact OTS. I went missed approach and the mpv VOR was in fact OTS. I went missed approach and continued uneventfully to btv. 1) during my WX brief, I continued uneventfully to btv. 1) during my WX brief, I asked for all NOTAMS on the route and was never told of VFR asked for all NOTAMS on the route and was never told of VFR outage. 2) the controller did not know about the VOR outage outage. 2) the controller did not know about the VOR outage until I was well below the MEA. The mpv VOR was giving me until I was well below the MEA. The mpv VOR was giving me good signal indication and a good identify. The controller never good signal indication and a good identify. The controller never should have cleared me for an approach with the navaids OTS. Should have cleared me for an approach with the navaids OTS. With the NAVAID OTS, the identify should have been removed. With the NAVAID OTS, the identify should have been removed. The FSS specialist should have given me the NOTAM. (I the FSS specialist should have given me the NOTAM. (I always specifically ask for NOTAMS.) callback always specifically ask for NOTAMS.) callback conversation with reporter revealed the following: reporter conversation with reporter revealed the following: reporter states NAVAID only taken OTS the day before. FSS issued states NAVAID only taken OTS the day before. FSS issued no NOTAM when requested. One needs to cancel IFR on the no NOTAM when requested. One needs to cancel IFR on the center frequency so reporter still had it up, otherwise center center frequency so reporter still had it up, otherwise center would not have gotten through to him. Feels this is a would not have gotten through to him. Feels this is a poor system. Poor system.
