Narrative:

A few weeks ago there was a need to get emergency personnel to the a concourse due to an employee injury. Radio communication kept failing to communicate correct location where the accident had happened for the paramedics. I finally had to communicate with emergency personnel where the employee was located. [Few days prior] we were called off the ramp due to lightning in the area. According to maintenance control upstairs they called over the airwaves twice to get off the ramp area. The call never came through. [Company X] was not an original tenant at this airport but they have a system in place that works very well to keep their employees safe and off the ramp when need to. [Company Y] at the a concourse also have a proven system that works very well. I work the south side of the terminal at the B concourse and I actually look at the a concourse to see if we are off the ramp since they have an amber light on the roof of the building. Sometimes it take 5 to 10 minute delay to call us off the ramp based on the amber light that I monitor when bad weather rolls out. We talk about this issue all the time in our safety meeting but it appears that no one here can properly address the issue or resolve this ongoing issue that we have had for years. We have had an employee hit by lightning in the past.
