Received a call from [company] cargo in ZZZ regarding flight. The cargo agent had called and mentioned that the hazardous cargo was not loaded. This information was provided after the flight had been loaded and weight information had been sent to the aircraft. A call was made to ZZZ operations to make re-finalize the flight information. The flight was finalized with the hazardous material showing loaded on the aircraft. The ramp finalized the information knowingly that the hazardous material was not loaded.

Title: Airline Ground Agent reported a communication breakdown between aircraft ramp load personnel and Load Planning regarding incorrect finalized Hazmat cargo data indicating it was loaded on aircraft when it was not.
