Narrative:
Climbing through 10;000 feet right over ZZZ VOR; I noticed an ozone/oil odor in the cockpit. I mentioned it to my first officer and he said he smelled something abnormal as well. Immediately; I received a call from my flight attendant asking if we smelled anything. We donned crew oxygen; ran the QRH; [notified ATC] and diverted back to ZZZ. After landing; we had arff inspect us and taxied back to the gate. Upon removing our oxygen masks; we still smelled the fumes - as did maintenance personnel when they entered the aircraft. The flight attendant mentioned that passengers as far back as row 13 could smell the fumes as well.
