Narrative:
Mdt X taxiing outbnd on taxiway delta going to runway 22. Aircraft instructed to hold short of runway 28 by the ground controller as per my instructions (the local controller), traffic (single engine small aircraft) landing runway 28. Field condition report completed by the county specified 'ramps and txwys covered with hard pack snow, braking action fair to poor', (braking action completed by county pick-up truck). Field conditions is included on current ATIS broadcast, mdt X had current ATIS as per pilot. Small aircraft Y was 'short final'/threshold area runway 28 when I observed mdt X taxiing onto runway 28, at which time I immediately instructed small aircraft Y to 'fly runway heading maintain VFR' (aircraft was VFR arsa arrival). After I initiated the 'go around' I was told by the ground controller the mdt X pilot stated they were unable to stop on the taxiway to hold short of runway 28, there was no braking action. Human performance, I am not a pilot, I cannot comment on that area. As an ATC specialist, constant scanning of the landing environment prevented this incursion from becoming more serious.

Narrative: MDT X TAXIING OUTBND ON TXWY DELTA GOING TO RWY 22. ACFT INSTRUCTED TO HOLD SHORT OF RWY 28 BY THE GND CTLR AS PER MY INSTRUCTIONS (THE LCL CTLR), TFC (SINGLE ENG SMA) LNDG RWY 28. FIELD CONDITION RPT COMPLETED BY THE COUNTY SPECIFIED 'RAMPS AND TXWYS COVERED WITH HARD PACK SNOW, BRAKING ACTION FAIR TO POOR', (BRAKING ACTION COMPLETED BY COUNTY PICK-UP TRUCK).
