Narrative:
Upon requesting IFR clearance ict-hys, I was instructed to maintain 5000' and expect 10000' 10 mins after departure. As I taxied for runway 1R the tops of overcast were reported 10000' by cargo jet. At this time I put in an additional request for 12000' final altitude (large transport/mdt ice was forecast in cloud). Ict tower forwarded my request to departure and mkc center. After takeoff (approximately 2000' MSL) I was instructed to call departure control. Upon entering cloud I experienced clear ice and in the process of my duties (evaluating the situation) I neglected the frequency change. At this point of heavy pilot workload, the tower again advised me to switch to departure (about 5 mins had elapsed). Upon calling departure, I realized I had deviated from and climbed through my initial assigned altitude (5000') and reported that I was 6700' MSL climbing to a final of 10000'. The controller then cleared me to 12000' as requested. This deviation was caused by my preoccupation with exiting ice conditions in cloud. Apparently there was no conflicting traffic between 5000'-12000' MSL. An appropriate course of action might have been a request by me for an uninterrupted climb to 12000' MSL.

Title: PLT OF SMT CARGO ENCOUNTERED ICING IN CLOUDS IN CLIMB TO 5000'. OVERSHOT ALT.
Narrative: UPON REQUESTING IFR CLRNC ICT-HYS, I WAS INSTRUCTED TO MAINTAIN 5000' AND EXPECT 10000' 10 MINS AFTER DEP. AS I TAXIED FOR RWY 1R THE TOPS OF OVCST WERE RPTED 10000' BY CARGO JET. AT THIS TIME I PUT IN AN ADDITIONAL REQUEST FOR 12000' FINAL ALT (LGT/MDT ICE WAS FORECAST IN CLOUD). ICT TWR FORWARDED MY REQUEST TO DEP AND MKC CTR. AFTER TKOF (APPROX 2000' MSL) I WAS INSTRUCTED TO CALL DEP CTL. UPON ENTERING CLOUD I EXPERIENCED CLR ICE AND IN THE PROCESS OF MY DUTIES (EVALUATING THE SITUATION) I NEGLECTED THE FREQ CHANGE. AT THIS POINT OF HVY PLT WORKLOAD, THE TWR AGAIN ADVISED ME TO SWITCH TO DEP (ABOUT 5 MINS HAD ELAPSED). UPON CALLING DEP, I REALIZED I HAD DEVIATED FROM AND CLBED THROUGH MY INITIAL ASSIGNED ALT (5000') AND RPTED THAT I WAS 6700' MSL CLBING TO A FINAL OF 10000'. THE CTLR THEN CLRED ME TO 12000' AS REQUESTED. THIS DEV WAS CAUSED BY MY PREOCCUPATION WITH EXITING ICE CONDITIONS IN CLOUD. APPARENTLY THERE WAS NO CONFLICTING TFC BTWN 5000'-12000' MSL. AN APPROPRIATE COURSE OF ACTION MIGHT HAVE BEEN A REQUEST BY ME FOR AN UNINTERRUPTED CLB TO 12000' MSL.
