Narrative:
Departed 7n8 en route to meigs field chicago with fuel stop en route. Found transponder to be inoperative en route. WX VFR at departure and meigs. WX IFR south of lake erie. Low ceilings with tops of fog at 3500-4500' VFR on top forecasted to become scattered VFR upon entering that area. IFR remained, however, detroit area had VFR. Was in contact with cleveland and told of intentions to head northwest to detroit WX. Contacted detroit and left 6500' for 3500' with detroit city as destination to refuel, WX 3 mi haze, smog. Flight path took us over windsor at which time I contacted detroit and requested to change destination to airport below us. He gave us windsor tower frequency. Upon landing...windsor tower welcomed us, said that customs would be out. This is when I realized I was out of the USA and later learned I was required to have a flight plan to land in canada. If detroit could have mentioned windsor was a canadian airport, 3 mins, northwest or south would of had me in the USA. I could have saved considerable time, $50 and not been in violation of FARS.

Title: ON VFR FLT WITH DET CITY ARPT AS DESTINATION. PLT SAW HE WAS OVER WINDSOR REQUESTED AND GRANTED LNDG. DISCOVERED HE WAS IN CANADA, CUSTOMS CLRNC AND $50 COSTS AND NEEDED FLT PLAN TO LAND WINDSOR.
Narrative: DEPARTED 7N8 ENRTE TO MEIGS FIELD CHICAGO WITH FUEL STOP ENRTE. FOUND XPONDER TO BE INOPERATIVE ENRTE. WX VFR AT DEP AND MEIGS. WX IFR S OF LAKE ERIE.
