Narrative:
Small aircraft X reported 4 southeast lining up for straight-in to runway 31. This aircraft was asked his altitude and he reported 1500'. Small aircraft X was observed 3 southeast turning onto final runway 31. Small aircraft X was cleared to land. Locally based pilots trained at salem airport are consistently violating the air traffic area. The local FBO and training clubs are not giving proper training to local pilots.

Narrative: SMA X RPTED 4 SE LINING UP FOR STRAIGHT-IN TO RWY 31. THIS ACFT WAS ASKED HIS ALT AND HE RPTED 1500'. SMA X WAS OBSERVED 3 SE TURNING ONTO FINAL RWY 31. SMA X WAS CLRED TO LAND. LOCALLY BASED PLTS TRAINED AT SALEM ARPT ARE CONSISTENTLY VIOLATING THE ATA. THE LCL FBO AND TRNING CLUBS ARE NOT GIVING PROPER TRNING TO LCL PLTS.
