Narrative:
The adjacent center controller descended aircraft X inside my airspace from 36;000 feet to 35;000 feet without getting control for an altitude change with our sectors. It is a requirement to get control for altitude changes in another controller's airspace. When this was brought up to the operations manager he said that this was not a problem.

Title: ZMP Center Controller reported the adjacent Center sector descended an aircraft without coordination without the Controller that controlled that airspace.
Narrative: The adjacent Center Controller descended Aircraft X inside my airspace from 36;000 feet to 35;000 feet without getting control for an altitude change with our sectors. It is a requirement to get control for altitude changes in another Controller's airspace. When this was brought up to the Operations Manager he said that this was not a problem.
