Narrative:

Almost daily B737 aircraft arrive in ZZZ and we are unable to fully open the forward cargo door as the baggage has slid on the door. ZZZ has a short runway and aircraft land with max brakes and reverse thrust. This causes the bags to fly forward into the cargo nets. Most often we find the cargo nets are secure and anchored but stretched over the door. Some bags break through the nets. This has happened for years now. Some occasions we are forced to go through the floor into the cargo hold which is a 2-3 hour job. We (the stations) have submitted numerous reports. No solution has been established to date. 3 employees have been injured attempting to open the door.I would suggest installing more anchor points to secure bags from shifting. Certainly would not [be] shifting weight during flight.
