Narrative:
Ft wayne ground control issued a clearance for air carrier flight to taxi out to runway 32 to hold short of runway 23. As first officer operating the radios I read back taxi instructions exactly as received. Upon receiving clearance the captain started taxiing very slowly from gate on terminal ramp to taxiway C and then a right turn on Y to hold short. Visibility was restr to EST 300' due to blowing snow. In addition snow on the ground restr identify of ramp and taxiway markings. Flight deck crew did not know where we were until on runway 23 which we were to hold short of. At that time we quickly exited runway 23 on Y to the southeast. At that time I notified ground control of our situation and further clearance was given to coordination taxi out with snow plows and other vehs on Y taxiway southeast of runway 23. Flight was then issued clearance to taxi onto runway 32 at Y4 to back taxi into position and hold on runway 32. Visibility had increased to 1600 RVR and a normal takeoff and departure clearance was issued and done. In light of previous runway incursions by others this report is submitted.

Title: ACR TAXIING IN BLOWING SNOW ENTERS RWY TOLD TO HOLD SHORT OF.
Narrative: FT WAYNE GND CTL ISSUED A CLRNC FOR ACR FLT TO TAXI OUT TO RWY 32 TO HOLD SHORT OF RWY 23. AS F/O OPERATING THE RADIOS I READ BACK TAXI INSTRUCTIONS EXACTLY AS RECEIVED. UPON RECEIVING CLRNC THE CAPT STARTED TAXIING VERY SLOWLY FROM GATE ON TERMINAL RAMP TO TXWY C AND THEN A R TURN ON Y TO HOLD SHORT. VISIBILITY WAS RESTR TO EST 300' DUE TO BLOWING SNOW. IN ADDITION SNOW ON THE GND RESTR IDENT OF RAMP AND TXWY MARKINGS. FLT DECK CREW DID NOT KNOW WHERE WE WERE UNTIL ON RWY 23 WHICH WE WERE TO HOLD SHORT OF. AT THAT TIME WE QUICKLY EXITED RWY 23 ON Y TO THE SE. AT THAT TIME I NOTIFIED GND CTL OF OUR SITUATION AND FURTHER CLRNC WAS GIVEN TO COORD TAXI OUT WITH SNOW PLOWS AND OTHER VEHS ON Y TXWY SE OF RWY 23. FLT WAS THEN ISSUED CLRNC TO TAXI ONTO RWY 32 AT Y4 TO BACK TAXI INTO POS AND HOLD ON RWY 32. VISIBILITY HAD INCREASED TO 1600 RVR AND A NORMAL TKOF AND DEP CLRNC WAS ISSUED AND DONE.
