Narrative:

Got a WX briefing from GJ0 to lkr 15 mins before departure. WX was VFR-MVFR according to briefing. Upon arrival, approximately 5 mi south of lkr low ceilings moved in. Unable to file IFR because no charts or approach plates available on board. I declared an emergency with charlotte TCA and was radar vectored to clt. I had waxhaw (2nc1) airport in sight and landed in VFR.
