Narrative:
Departing tpe on anpu 1 departure, misunderstood clearance. Chart cluttered and climbing on tia 053 degree right at 17 DME. Right turn then started to 090 degrees to intercept B576 arwy. Turned about 40-45 degrees right when second officer questioned the turn. Quick discussion ensued and turn was initiated back to the 053 degree right. Probably deviated several miles from proper course. Problem arose from a # of sources. #2 INS failed. First officer's INS operating on backup gyros. Time pressure clearance included an off time of not later than or face a considerable delay. Language problems. Hurry to make the off time caused us to miss SOP discussion of clearance prior to takeoff. Extremely cluttered departure page with a route to everywhere on 1 page. Error picked up by second officer, which once again shows the value of third crew member.
Original NASA ASRS Text
Title: ACR CAPT MISUNDERSTOOD SID OUT OF TPE AND DEVIATED OFF COURSE.
Narrative: DEPARTING TPE ON ANPU 1 DEP, MISUNDERSTOOD CLRNC. CHART CLUTTERED AND CLBING ON TIA 053 DEG R AT 17 DME. RIGHT TURN THEN STARTED TO 090 DEGS TO INTERCEPT B576 ARWY. TURNED ABOUT 40-45 DEGS RIGHT WHEN S/O QUESTIONED THE TURN. QUICK DISCUSSION ENSUED AND TURN WAS INITIATED BACK TO THE 053 DEG R. PROBABLY DEVIATED SEVERAL MILES FROM PROPER COURSE. PROB AROSE FROM A # OF SOURCES. #2 INS FAILED. F/O'S INS OPERATING ON BACKUP GYROS. TIME PRESSURE CLRNC INCLUDED AN OFF TIME OF NOT LATER THAN OR FACE A CONSIDERABLE DELAY. LANGUAGE PROBS. HURRY TO MAKE THE OFF TIME CAUSED US TO MISS SOP DISCUSSION OF CLRNC PRIOR TO TKOF. EXTREMELY CLUTTERED DEP PAGE WITH A RTE TO EVERYWHERE ON 1 PAGE. ERROR PICKED UP BY S/O, WHICH ONCE AGAIN SHOWS THE VALUE OF THIRD CREW MEMBER.
