Narrative:
Shortly after sterile light went off; flight attendant (flight attendant) called the flight deck to let them know we needed two wheelchairs instead of one. The captain then said the flaps were not operational during takeoff; the ZZZ1 airport runway was not long enough to land with no flaps; so we were returning to ZZZ to land. He [requested priority handling] and said we would be circling for a while to burn off some fuel. We would be landing in about 25 minutes and he would make an announcement shortly. He made an announcement; we circled for a while and landed safely back in ZZZ. Emergency vehicles met the aircraft and all passengers deplaned without incident.
