Narrative:
Flight fpo-fll at 12000'. On contacting last mia ATC controller, was cleared to osson intersection osson arrival. Informed controller that fll VORTAC was off the air (inoperative). Controller then reclred us 'right' navigation to osson intersection 'right' navigation to fll. No altitude or STAR was stated. Approximately 5 mins later controller informed us that we had passed osson intersection and to descend immediately through 9000'. He stated this twice. I initiated an immediate descent to 8000'. My omega indicated we were still 15 mi from osson intersection. We were then switched to mia approach control. Using pbi VORTAC and mia VORTAC confirmed that we were not at osson intersection when the controller ordered us to descend. We had not reached osson intersection yet. The rest of the flight was uneventful.

Title: ACR TOLD THEY WERE PAST AN INTERSECTION WHERE CTLR APPARENTLY EXPECTED A DESCENT. HAD NOT YET ARRIVED AT INTERSECTION.
Narrative: FLT FPO-FLL AT 12000'. ON CONTACTING LAST MIA ATC CTLR, WAS CLRED TO OSSON INTXN OSSON ARR. INFORMED CTLR THAT FLL VORTAC WAS OFF THE AIR (INOP). CTLR THEN RECLRED US 'R' NAV TO OSSON INTXN 'R' NAV TO FLL. NO ALT OR STAR WAS STATED. APPROX 5 MINS LATER CTLR INFORMED US THAT WE HAD PASSED OSSON INTXN AND TO DSND IMMEDIATELY THROUGH 9000'. HE STATED THIS TWICE. I INITIATED AN IMMEDIATE DSNT TO 8000'. MY OMEGA INDICATED WE WERE STILL 15 MI FROM OSSON INTXN. WE WERE THEN SWITCHED TO MIA APCH CTL. USING PBI VORTAC AND MIA VORTAC CONFIRMED THAT WE WERE NOT AT OSSON INTXN WHEN THE CTLR ORDERED US TO DSND. WE HAD NOT REACHED OSSON INTXN YET. THE REST OF THE FLT WAS UNEVENTFUL.
