Narrative:
I filed IFR eugene-watsonville. After doing a preflight I departed eugene climbing to 21000'. During the climb I changed from the right tank to left tank. I advised seattle I was level at 21000' and started leaning the engine per procedure. After 10 to 15 mins at 21000' the engine stopped. I did all the routine actions to restart the engine with no success. I was IMC and advised seattle of the problem. I requested assistance to proceed to medford, I was 37 DME north of medford. I did not declare an emergency. Seattle was very helpful and I landed on runway 14. On the ground I was able to get the engine running. The FBO inspected the engine with no visible signs of a problem. A runup was made with everything normal. A compression check showed no problem. After a phone call to a FBO they advised me to inspect the engine sump as there had been 2 other reports of the fuel line freezing. Temperature at 21000' was -22 C. A small amount of water was found in the engine sump. All sumps were drained, with no other problems on the flight medford to watsonville.

Title: PLT OF SMA AT FL210 HAD ENGINE STOP. IMC CONDITIONS. RADAR ASSISTANCE LNDG AT MFD.
Narrative: I FILED IFR EUGENE-WATSONVILLE. AFTER DOING A PREFLT I DEPARTED EUGENE CLBING TO 21000'. DURING THE CLB I CHANGED FROM THE R TANK TO L TANK. I ADVISED SEATTLE I WAS LEVEL AT 21000' AND STARTED LEANING THE ENG PER PROC. AFTER 10 TO 15 MINS AT 21000' THE ENG STOPPED. I DID ALL THE ROUTINE ACTIONS TO RESTART THE ENG WITH NO SUCCESS. I WAS IMC AND ADVISED SEATTLE OF THE PROB. I REQUESTED ASSISTANCE TO PROCEED TO MEDFORD, I WAS 37 DME N OF MEDFORD. I DID NOT DECLARE AN EMER. SEATTLE WAS VERY HELPFUL AND I LANDED ON RWY 14. ON THE GND I WAS ABLE TO GET THE ENG RUNNING. THE FBO INSPECTED THE ENG WITH NO VISIBLE SIGNS OF A PROB. A RUNUP WAS MADE WITH EVERYTHING NORMAL. A COMPRESSION CHK SHOWED NO PROB. AFTER A PHONE CALL TO A FBO THEY ADVISED ME TO INSPECT THE ENG SUMP AS THERE HAD BEEN 2 OTHER RPTS OF THE FUEL LINE FREEZING. TEMP AT 21000' WAS -22 C. A SMALL AMOUNT OF WATER WAS FOUND IN THE ENG SUMP. ALL SUMPS WERE DRAINED, WITH NO OTHER PROBS ON THE FLT MEDFORD TO WATSONVILLE.
