Narrative:
On approach to sju, we were to expect the ILS runway 10. After several vectors, we were cleared to intercept the localizer and cleared for the ILS to 10. A short period later, light transport traffic ahead was pointed out. We were told to slow as much as possible and follow him to runway 10. At this point we were switched to tower. I called the tower and said we were on final for runway 10. We were cleared to land on 10 behind the light transport. On approximately a 1 1/2 mi final we were cleared to land on runway 10 with a caution of turbulence from a heavy jet departing runway 08. On short final, the tower said air carrier flight, 'go around,' and this was done. When I asked the tower why, the response was, 'I thought I cleared you to land on 08.' a VFR circuit and landing to 08 was completed. (The first officer was flying the aircraft, I was operating the radios). Each time I was told, 'cleared to land runway 10,' I repeated, 'air carrier flight cleared to land runway 10.' supplemental information from acn 173264: I was cleared by approach control to intercept localizer to runway 10 and track inbound (20 mi out). Approximately 10 mi out called runway in sight. Was cleared to land by tower. Approximately 1/2 mi before runway. Tower asked, 'what runway are you lined up on?' answered runway 10, then was told to go around and land on runway 8. We did so. Entire crew concurred we were on the right runway. Tower said nothing to the contrary. Must have been a breakdown between approach control and tower.
Original NASA ASRS Text
Title: TWR EXPECTED LGT TO MAKE APCH TO AND LAND ON RWY 8, BUT REPORTERS MADE APCH TO RWY 10.
Narrative: ON APCH TO SJU, WE WERE TO EXPECT THE ILS RWY 10. AFTER SEVERAL VECTORS, WE WERE CLRED TO INTERCEPT THE LOC AND CLRED FOR THE ILS TO 10. A SHORT PERIOD LATER, LTT TFC AHEAD WAS POINTED OUT. WE WERE TOLD TO SLOW AS MUCH AS POSSIBLE AND FOLLOW HIM TO RWY 10. AT THIS POINT WE WERE SWITCHED TO TWR. I CALLED THE TWR AND SAID WE WERE ON FINAL FOR RWY 10. WE WERE CLRED TO LAND ON 10 BEHIND THE LTT. ON APPROX A 1 1/2 MI FINAL WE WERE CLRED TO LAND ON RWY 10 WITH A CAUTION OF TURB FROM A HVY JET DEPARTING RWY 08. ON SHORT FINAL, THE TWR SAID ACR FLT, 'GO AROUND,' AND THIS WAS DONE. WHEN I ASKED THE TWR WHY, THE RESPONSE WAS, 'I THOUGHT I CLRED YOU TO LAND ON 08.' A VFR CIRCUIT AND LNDG TO 08 WAS COMPLETED. (THE F/O WAS FLYING THE ACFT, I WAS OPERATING THE RADIOS). EACH TIME I WAS TOLD, 'CLRED TO LAND RWY 10,' I REPEATED, 'ACR FLT CLRED TO LAND RWY 10.' SUPPLEMENTAL INFO FROM ACN 173264: I WAS CLRED BY APCH CTL TO INTERCEPT LOC TO RWY 10 AND TRACK INBND (20 MI OUT). APPROX 10 MI OUT CALLED RWY IN SIGHT. WAS CLRED TO LAND BY TWR. APPROX 1/2 MI BEFORE RWY. TWR ASKED, 'WHAT RWY ARE YOU LINED UP ON?' ANSWERED RWY 10, THEN WAS TOLD TO GO AROUND AND LAND ON RWY 8. WE DID SO. ENTIRE CREW CONCURRED WE WERE ON THE RIGHT RWY. TWR SAID NOTHING TO THE CONTRARY. MUST HAVE BEEN A BREAKDOWN BTWN APCH CTL AND TWR.
