Narrative:
Cleared for visibility approach 23L to follow air carrier Y, who was cleared for the right side (23R). We were cleared to land 23L. Air carrier Y landed 23R, held short 23L at either K or north. At about 150', tower cleared acy to cross our runway. Advised tower we were cleared to land that runway. Tower cleared us then to land 23R. Since we were 100-150' AGL at that time, we elected to go around. Subsequent review of tapes confirmed this version of event sequence.
