Narrative:
While holding on the taxiway well short of the hold short line, ord tower cleared us for takeoff. I cleared the approach area, saw no aircraft approaching and taxied onto runway 22L and aligned the aircraft on the runway. As I was about to advance power for takeoff, I saw that an small transport was making a close-in final approach to runway 27L. I opted to hold in position rather than commence the takeoff roll, as in my judgement, it would have placed my aircraft in the flight path of the small transport. He would have flown right over me. The tower controller issued a go around clearance to the small transport. He was very upset that I did not start my takeoff. I explained what I felt to be a potential hazard had I done so. Shortly thereafter, I was given a reissuance of my takeoff clearance. The flight proceeded west/O further incident. I contacted ord tower supervisor upon landing at destination and had a long conversation about the situation. It is important to note that at no time did the controller issue a clearance for an 'immediate' takeoff. Had he done so, I would have refused the clearance, considering that I was a heavy jet holding well away from the runway hold short bar. I feel this incident was an aircraft sep problem, caused primarily because the controller did not take into account the close proximity of the small transport landing on 27L, coupled wit his lack of appreciation for the fact that widebody transport, heavy jet aircraft has difficulty of rapid movement from standstill no a taxiway, to move onto a runway, align with it and develop takeoff power for the takeoff roll. It is very time consuming! No far's were violated! No runway incursion occurred, since I had been issued a takeoff clearance while on the taxiway. This was strictly a judgement call as PIC to preclude a possible accident from happening!

Title: ACR WDB REFUSED A TKOF CLRNC BECAUSE OF AN SMT ON SHORT FINAL TO CROSSING RWY AT ORD.
Narrative: WHILE HOLDING ON THE TXWY WELL SHORT OF THE HOLD SHORT LINE, ORD TWR CLRED US FOR TKOF. I CLRED THE APCH AREA, SAW NO ACFT APCHING AND TAXIED ONTO RWY 22L AND ALIGNED THE ACFT ON THE RWY. AS I WAS ABOUT TO ADVANCE PWR FOR TKOF, I SAW THAT AN SMT WAS MAKING A CLOSE-IN FINAL APCH TO RWY 27L. I OPTED TO HOLD IN POS RATHER THAN COMMENCE THE TKOF ROLL, AS IN MY JUDGEMENT, IT WOULD HAVE PLACED MY ACFT IN THE FLT PATH OF THE SMT. HE WOULD HAVE FLOWN RIGHT OVER ME. THE TWR CTLR ISSUED A GAR CLRNC TO THE SMT. HE WAS VERY UPSET THAT I DID NOT START MY TKOF. I EXPLAINED WHAT I FELT TO BE A POTENTIAL HAZARD HAD I DONE SO. SHORTLY THEREAFTER, I WAS GIVEN A REISSUANCE OF MY TKOF CLRNC. THE FLT PROCEEDED W/O FURTHER INCIDENT. I CONTACTED ORD TWR SUPVR UPON LNDG AT DEST AND HAD A LONG CONVERSATION ABOUT THE SITUATION. HAD HE DONE SO, I WOULD HAVE REFUSED THE CLRNC, CONSIDERING THAT I WAS A HVY JET HOLDING WELL AWAY FROM THE RWY HOLD SHORT BAR. I FEEL THIS INCIDENT WAS AN ACFT SEP PROB, CAUSED PRIMARILY BECAUSE THE CTLR DID NOT TAKE INTO ACCOUNT THE CLOSE PROX OF THE SMT LNDG ON 27L, COUPLED WIT HIS LACK OF APPRECIATION FOR THE FACT THAT WDB, HVY JET ACFT HAS DIFFICULTY OF RAPID MOVEMENT FROM STANDSTILL NO A TXWY, TO MOVE ONTO A RWY, ALIGN WITH IT AND DEVELOP TKOF PWR FOR THE TKOF ROLL. IT IS VERY TIME CONSUMING! NO FAR'S WERE VIOLATED! NO RWY INCURSION OCCURRED, SINCE I HAD BEEN ISSUED A TKOF CLRNC WHILE ON THE TXWY. THIS WAS STRICTLY A JUDGEMENT CALL AS PIC TO PRECLUDE A POSSIBLE ACCIDENT FROM HAPPENING!
